ATLAS AI INSTITUTE — COALITION

Atlas Global South AI Policy Coalition

A standing network of governments, research institutions, and civil society organizations coordinating AI governance across the Global South — built on shared research, joint positions, and peer learning rather than isolated national effort.

01

Why the Coalition exists

AI governance frameworks are being written today largely by and for a small number of high-income jurisdictions. Most Global South countries are left to adapt policy language built for different institutional capacities, different data infrastructures, and different economic exposure to AI systems.

The result is duplicated effort: dozens of countries independently researching the same questions, drafting comparable legislation, and negotiating with the same handful of technology providers — without a shared evidence base or a coordinated voice.

The Coalition exists to close that gap. It is a working network, not a symbolic alliance: members share research, align on joint statements where interests overlap, and build governance capacity together rather than country by country.

What the Coalition does

Five standing activities that members participate in, structured around shared work rather than one-off events.

01

Convening

Regular working sessions that bring policy teams together to compare approaches before legislation is drafted, not after.

02

Joint Policy Statements

Coordinated positions on shared governance questions, issued where member interests genuinely align.

03

Peer Learning

Direct exchange between policy teams that have already faced a given regulatory question, reducing duplicated research.

04

Comparative Research

Cross-country analysis of AI governance approaches, published for member use and public reference.

05

Capacity Building

Technical and policy training for institutions building AI governance capability for the first time.

03

Who should join

The Coalition is built for institutions actively working on AI policy, not general observers.
