Fragmented Public Information
Government information and services are distributed across multiple departments, websites, notices, and channels.
Atlas AI Institute · Flagship Civic Technology Initiative
NagorikBD connects citizens with public services, local governance information, accountability mechanisms, emergency resources, and AI-powered assistance through one civic technology platform.
Current Network Coverage
What Is NagorikBD?
NagorikBD is an AI-enabled civic technology and digital governance initiative of Atlas AI Institute. The platform is designed to reduce friction between citizens and public information or services by bringing fragmented civic resources into one unified digital environment — organized around a citizen-centred, evidence-driven approach to local governance access.
The Problem
Five recurring frictions citizens face when trying to reach public information and services.
Government information and services are distributed across multiple departments, websites, notices, and channels.
Citizens often do not know which service they need, which authority provides it, or where to begin.
Citizens may submit complaints but lack clear visibility into progress and resolution.
Emergency numbers, blood donor information, disaster alerts, and local assistance can be difficult to discover quickly.
District and upazila-level civic information is often difficult to access through a unified interface.
The Solution
NagorikBD functions as a unified civic infrastructure layer across eight core capabilities.
Discover relevant public services through a structured service directory.
Submit, track, and monitor civic complaints through a transparent workflow.
Bangla-language AI assistance for navigating civic information and public-service discovery.
Centralised access to important local notices and public announcements.
Access community blood donor information and emergency blood assistance.
Climate, weather, disaster, warning, and emergency information.
District and upazila-level governance information through structured digital interfaces.
Pathways for citizens and volunteers to participate in community-oriented initiatives.
Platform Architecture
A Growing Civic Digital Network
NagorikBD's architecture enables localized civic digital portals while maintaining one unified national platform identity — structured from the national platform down to the individual citizen.

Detailed district- and upazila-level breakdowns for Sylhet and Chattogram divisions are being finalized and will be published here once verified. The aggregate figures above — 3 divisions, 20 districts, and 190 upazilas — reflect the platform's current, verified network coverage.
Measuring Civic Impact
Six dimensions NagorikBD uses to evaluate its own effectiveness, independent of any single number.
How many geographic areas and citizens can access the platform?
How effectively can citizens find relevant public services?
How many complaints enter, progress through, and complete the accountability workflow?
How quickly can citizens access important information and assistance?
How effectively does the platform serve citizens through Bangla-first interfaces?
How much district- and upazila-level information is digitally structured?
Verified metrics against this framework are published in the Project Metrics section below. Where a metric is not yet independently verified, this page shows "Data currently being updated" rather than an estimate.
Technology
NagorikBD is organized around six functional technology layers.
Structured local governance and service information.
Citizen-facing public-service discovery and access.
Complaint workflows and status tracking.
Bangla-language AI assistance and intelligent civic navigation.
Division → District → Upazila architecture.
Governance statistics and operational dashboards.
AI For Public Good
AI is not positioned as a replacement for public institutions. Instead, AI assists citizens in understanding and navigating complex civic information.
Natural-language questions in Bangla, matched to relevant civic information.
AI-assisted navigation toward the right public service and authority.
Guidance toward the appropriate human or institutional channel where AI assistance reaches its limits.
Why Local Digital Governance Matters
It requires interoperable civic information, localized access, accountability mechanisms, inclusive interfaces, and trustworthy digital infrastructure that reaches citizens beyond major urban centres. NagorikBD is positioned as an applied civic technology experiment and infrastructure-building initiative within that broader transformation.
Built For Public Trust
Official information is identified by source wherever possible.
How platform statistics are calculated is documented openly.
Citizen information is handled responsibly and with data minimisation in mind.
AI-generated responses are clearly identified as such.
Complaint and workflow principles remain transparent end to end.
Platform ownership, responsibilities, and operational standards are documented.
Platform statistics shown on this page (divisions, districts, upazilas) reflect verified, currently deployed network coverage. Where a metric cannot yet be independently verified, this page marks it "Data currently being updated" rather than estimating it. A full published methodology page is planned.
NagorikBD applies data-minimisation principles to citizen information collected through service discovery, complaint submission, and AI assistance features, and does not claim official government status or endorsement. A full published privacy and governance policy page is planned.
